Jamii X-Change Federation

is a data exchange platform that enables secure and efficient sharing of information between public and private sector digital platforms. Jamii X-Change also known as Jamii Data Exchange Platform, bolstered by consent mechanisms, where data owners have a say on how, where, and when their data is moved around. The Jamii X-Change has inbuilt technical and governance attributes including data privacy, accountability and oversight mechanisms, that benefit both citizens and service providers.

The systems have been designed with trust at the core, hence relevant Acts and institutions like the Personal Data Protection Commission are in place. This enhances digital transformation through interoperability and data exchange, eliminating the presence of siloed systems. In use, is the “once-only principle”, i.e. businesses and citizens have to supply information for government authorities or private sector only once and data is available through the data exchange layer across different agencies.

In Jamii X-Change, data is always exchanged directly between a service consumer and a service provider. The Jamii X-Change architecture doesn't include a centralized message broker or a data intermediary and therefore, third-parties don't have access to the data. The service provider is always in full control of who's allowed to access its data and services.

Jamii X-Change Prioritizes data protection through strong encryption and access control measures. The identity of each organization (Jamii X-Change Service Provider or Service Consumer) and technical entry point (Security Server) is verified using certificates that are issued by a trusted Certification Authority (CA) when an organization joins Jamii X-Change ecosystem.

The identities are maintained centrally, but all the data is exchanged directly between a consumer and provider. Message routing is based on organization and service level identifiers that are mapped to physical network locations of the services by Jamii X-Change. All the evidence regarding data exchange is stored locally by the data exchange parties, and no third parties have access to the data. Time-stamping and digital signature together guarantee non-repudiation of the data sent via Jamii X-Change.

Federation

Cross-border & Federation

Jamii X-Change Federation Service allows multiple X-Change and X-Road environment from different countries or organizations to securely exchange data with one another. Members of the federated ecosystems can publish and consume services with each other as if they were members of the same ecosystem. In practice, the members can use the same Security Server for both national and cross-border data exchange.

By establishing a trusted federation, each participant can share data across borders or jurisdictions while maintaining security, data integrity, and privacy. This service promotes international collaboration, as it enables the seamless integration of systems from different environments without requiring centralized data storage, ensuring that participants can maintain control over their own data while still benefiting from cross-border interoperability.

However, transitive federation relationships are not supported. An ecosystem does not have a federation relationship with another ecosystem that it's not directly federated with.
